The meeting was called to order at 7:00pm

The Chair informed that the meeting is being recorded and available on WETC.

Mrs. Nardone led in the Pledge of Allegiance.

A Moment of Silence was observed for the unexpected passing of James “Jim’ Melody, Councilor-at-Large candidate.

Point of privilege by Dr. Sherlock-Shangraw: due to a prior engagement she will have to leave the meeting a little before 8pm.

Motion by Dr. Sherlock-Shangraw to accept the consent agenda. Seconded by Mrs. Devine. Motion unanimously passed.

REPORT OF THE SUPERINTENDENT:

Superintendent Curtin shared her excitement and congratulations to the Weymouth High Harmonies Choir who were selected to perform at Carnegie Hall in NYC. Thanks to Colleen McDonough for her dedication.

Thanks were also expressed to Assistant Superintendent Fratolillo, Principals Monahan & Jones, and CTE Director DePina for their work on the new CTE admissions policy in complying with DESE requirements.

Competency graduation requirements will replace MCAS. MCAS scores are published and will be sent out to families next week. The State saw significant decline, especially at the high school level. The district is beginning work to identify if decline could be a motivation or a literacy issue. Weymouth is at or above the state level. Strategies will be discussed to address the slide in Math in the younger grades. More information will be presented during the district improvement plan presentation.

School improvement plans will start being presented tonight, beginning with WECC, Academy and Murphy. This is the third year of 3 year improvement plans.

SSEC quarterly report is in the committee's packets for review.

SCHOOL COMMITTEE SUB-COMMITTEE REPORT

Members attend other meetings outside of school committee days. Updates of other committees:

a. Budget Sub-Committee - Danielle Graziano
Apologies for the last minute cancellation of the 10/8 budget were shared. The next meeting is on Nov 12, 2025 where a 5 year budget forecast will be presented.

b. Collective Bargaining Sub-Committee - Rebecca Sherlock-Shangraw
No updates at this time

c. Policy Sub-Committee - Dana Scott
The meeting of 9/24 discussed policy JF, school admissions; re registrations of 6th and 9th graders. 1st reading will be presented later in the agenda

d. Athletics Sub-Committee - Rebecca Sherlock-Shangraw & Mary-Ellen Devine

e. Wellness Committee - Rebecca Sherlock-Shangraw

f. SEPAC - Danielle Graziano
The next meeting will be October 21 at 7pm. Dr. Verlicco will present on graduation requirements and post graduate transitions.

OLD BUSINESS

a. WHS CTE Admission Criteria, including Middle School Pathway Information: 2nd reading-Principal Monahan & Mr. DePina
An overview of the policy (attached to these minutes) was given.

Assistant Fratolillo shared that to comply with state requirements, practices of a middle school pathways program need to be added to the policy. The pathways program gives awareness of CTE opportunities at WHS; career exploration for 7th & 8th graders, campus assembly with the students of the 10 CTE shops, Walk with a Wildcat, 8th grade tours, info session with guidance counselors, online resources, and program newsletter. Information will also be available in translated languages if need be.

To start, maintenance of records (based on the DESE template) will be at Chapman however may need to be maintained by the District.

A link will be added on P.3 under the application process. Grading and the exploratory rubric as well as appeal (10 days) process were discussed.

There was no public comment.

Motion by Dr. Sherlock-Shangraw to combine the first and second reading of the WHS CTE Admission Criteria. Seconded by Mrs. Devine. Motion passed unanimously.

Motion by Dr. Sherlock-Shangraw and seconded by Mrs. Devine to approve the WHS CTE Admission Policy including the Middle School Pathway, as presented this evening with corrections. Motion passed unanimously.

NEW BUSINESS

a. WHS Program of Studies & Competency Determination Update-Principal Monahan
Principal Monahan reviewed the competency requirements (attached to these minutes). With MCAS no longer being a graduation requirement, DESE is mandating that competency requirements be identified. WHS students must have 22 credits, including completion of core and non-core subjects plus 40 hours of community service. Nothing the State is mandating WHS doesn’t already require to graduate. MCAS is still in use for data purposes. The test environment has less high pressure and test attendance has increased.

It was reiterated that WHS requirements exceed DESE requirements.

Competency requirements will be moved to a 2nd reading with public comment and hopeful action at the 10/23 meeting.

b. Semi Annual Gift Report-Assistant Superintendent Smith
Assistant Superintendent Smith shared that for the period of January 1-June 30, 2025 monetary donations totaled 127,541.95 and In-Kind donations totaled 59,275.44. Thanks were expressed to Cristine O’Connor as the new development coordinator who's also been very busy with the athletics sponsorship program. To date there’s been ~23 donations totalling over $20K-great benefit to the district-donations could cover ~100 students’ athletic fees. Appreciation was also expressed to Alyssa Bosse, Amy Mohr, and Kelly Powers for their work on this new program.

Motion by Dr. Sherlock-Shangraw to accept the gift report as presented tonight. Seconded by Mrs. Devine. Motion passed unanimously.

Policy JF-School Admission: First Reading-Dana Scott
Mr. Scott gave an overview of the added language (attached to these minutes) to admission policy JF of the mandatory residency validation for school families during the school years prior to 6th and 9th grade.

Assistant Superintendent Fratolillo shared that added language is based on surrounding districts and residency is being confirmed for 5th graders going to Chapman and 8th graders going to the high school. Same documentation for Kindergarten registration will be required. Re-registration will be handled at the building level and families will be able to scan documents to building administration assistants if they are not able to visit the building (done on a rolling basis).

Policy JF moved to a second reading.

c. School Improvement Plans: WECC/Academy Ave/Murphy
Principals Perez, Higgins, and Costello presented the third year of the 3 year school improvement plans (attached to these minutes). School improvement focus areas of student and staff belonging, student achievement and community participation were reviewed as well as testing and survey data. School Council members were also identified.

Dr. Sherlock-Shangraw exited the meeting at 7:50 pm.

It was shared that Weymouth MCAS results are at or above state meeting and exceeding levels.

All questions by the committee were addressed. Thanks was expressed for attending and presenting.

PUBLIC COMMENT
In accordance with Policy BEDH.

-Ben Crosby, 28 Norman Ave.
Talked about School Councils being representative of the school population and getting school parents and community members involved.
Ms. Curran shared that Councils can be as big as a school wants, however there has to be equal balance between teachers and parents.
Mr. Crosby commented on the drop in Math MCAS scores and advocated to bring STEAM back. He also inquired if there was more of a broad town vision for WPS that extends longer than 3 years.

-Ashley Dickerman, 846 Pleasant St.
Echoed Mr. Crosby’s sentiments and shared encouragement to look at the Mass DOE website for school council information; very informative.

-Allegra Moroney, 44 Carroll St.
Expressed her excitement for the new CTE application process and the 8th grade tours.

Announcements:
Thanks were expressed to the WHTC alumni and families, as well as Gina O’Leary, Tracey Vanber, and Siobhan for Friday nights’ event.

-WHTC production of Mean Girls will be on November 21-23 at Chapman.

-Town Wide Parent Council-October 14 at WHS, Fundraising and Grants will be discussed

The Meeting adjourned at 8:46 pm on the motion by Mrs. Devine and seconded by Ms. Graziano. Motion passed unanimously.
