Also Present: Melanie Curtin, Superintendent; Brian Smith, Assistant Superintendent; Lindsey Fratolillo, Assistant Superintendent

The meeting was called to order at 6:12pm

The Chair reminded members to schedule one on one meetings with the Superintendent for discussion regarding the Formative Assessment and focus indicators (attached to these minutes). The Superintendent gave an update of steps and actions to meet goals.

Student Learning:
MCAS results will be at or above the state level in ELA & Math. Schools have presented their third year of school improvement plans where results have been reviewed. Math is an area of improvement. Pingree and Nash have been piloting Illustrative Math and had above state level results. An official piloting with all schools will be later this year. It was noted that Wit & Wisdom was implemented when fully staffed with coaches and contributed to successful results. Assistant Superintendent Fratollilo will share with members which schools and classrooms utilized the Illustrative Math Curriculum. Supporting EL, special education, and students with disabilities were discussed.

Shared Vision:
By May of 2026 a district shared vision for inclusive practices will be developed for a statement that WPS believes in. Collaboration with stakeholders (SEPAC, ELPAC, Parent Councils, Town Councils, staff, students, families, community partners, etc.) will be sought. There have been 3 meetings thus far discussing action steps. The first survey was sent out this week. Wrap Around Services will ensure all stakeholders are contacted. Ms. Power’s will compile data to be talked through at the next meeting in December. The Superintendent mentioned having a ‘Superintendents Advisory Council’ which would also include middle and high school students. Request was made for survey data to be shared with the committee.

Fiscal Systems:
It was stated that the budget process is 10 months-closing out FY25, managing FY26, and building FY27. In light of the recent budget deficit press of Whitman/Hanson Budget and to continue transparency Assistant Superintendent Smith shared that as of right now the FY26 budget is balanced (with the addition of $330K compliance positions on top of the approved budget). He further explained that the fall budget analysis has been completed and 3 budget scenarios will be presented during the budget process; Level Service Budget (baseline), Strategic Investment Budget (Aspirational), and a Reductions Budget (below level service). Suggestion was made to communicate that the Strategic budget is an ‘excellence budget’ and that Town Councils should be informed. Principals and cost center managers have been prepared and executive team meetings have been productive.

Reminder was given that the FY27 budget process kicks off at the next budget sub meeting on 11/12 at Abigail Adams. To be part of the process community/school members and staff are encouraged to attend budget sub committee meetings.

Communication:
Timely communication across the district is aligned, with Sunday messages, 24hr response window, and the website. Ms. Powers has been amazing in ensuring information is accessible and current on the website. The website company is responsible for annual hosting and sending district wide messaging.

High Standards:
Training/PD for district administrators. Meetings with Principals happen every other week. Coaching conversations, strategies, hospitality and belonging as well as the GROW (Goal, Reality, Options, Way Forward) approach are talked through.

Curriculum:
Civics standards. To align with standards, civics projects have been incorporated into all electives. Discussion of projects presented at the Ted Kennedy Institute, High School voter registration, Generation Citizen, and community observers were talked about.

Reminder to schedule appointments with the Superintendent was given. Thanks were expressed for the timeline adjustment. The cycle will begin again in May.

Mrs. Curran shared that her evaluation will be partial as she will not be on the committee after January.

The meeting was called to order at 7:00pm

The Chair informed that the meeting is being recorded and available on WETC.

Mrs. Nardone led in the Pledge of Allegiance.

Moments of Silence were observed for the passing of Rick Molisse, father of committee member, Mayor Molisse and for Jerry Murphy, former school committee member.

Motion by Dr. Sherlock-Shangraw to accept the consent agenda. Seconded by Mrs. Devine. Motion unanimously passed.

REPORT OF THE SUPERINTENDENT:

Celebration and updates of Fall athletics was given:

Thanks and appreciation were expressed to Kristen Kelly, the new Athletic Director, coaches, student athletes and families for a successful fall season.

-Chapman had Unified Bocce today vs. Hingham.

-Football will be Friday night at 6pm against and in Natick for Division I round 16

-After beating Plymouth, Boys Soccer will compete against Cambridge On Saturday at 5pm

-Girls Soccer unfortunately lost in the first round against Hopkinton

-Boys Golf qualified for Division South Sectionals

-Swim Team earned multiple top 3 finishes at the South Sectionals; Sam Noble placed first in 200M

-JV Dance Team finished first at the Endicott Invitational

-Baystate Champions Game Day Cheer advanced to regionals

-Cross Country is headed to divisional championships

-Shoutouts to Girls Field Hockey and Volleyball

Surveys have been sent out to start the work of a strategic plan and shared vision.

CTE admission policy and application is live on the WPS website.

Information will be sent out to 5th grade families regarding confirmation of residency.

Thanks and appreciation were shared for Christina Melanson’s and Liz Murray's seamless implementation of Amplify Tutoring for 112 first graders and 24 second graders.

The Chair congratulated and welcomed new committee member Kelly McClean. Ashley Dickerman and Cindy Lyons will join the committee in January.

Congratulations were expressed to Dr. Sherlock-Shangraw, new District 2 town councilor.

Mrs. Curran confirmed that the survey will close around Thanksgiving and results will be presented at the 12/4 meeting.

SCHOOL COMMITTEE SUB-COMMITTEE REPORT

Members attend other meetings outside of school committee days. Updates of other committees:

a. Budget Sub-Committee - Danielle Graziano
The next meeting is on Nov 12, 2025 at 6pm at Abigail Adams. 5 year forecast and budget scenarios will be discussed. All members of the community are invited.

b. Collective Bargaining Sub-Committee - Rebecca Sherlock-Shangraw
There was a meeting with WEA last Thursday and the next will be 11/13/25.

c. Policy Sub-Committee - Tracey Nardone
No updates at this time

d. Athletics Sub-Committee - Rebecca Sherlock-Shangraw & Mary-Ellen Devine
The next meeting is 11/13/25 at 7pm.

f. SEPAC - Danielle Graziano
The next meeting is 11/18/25 and the topic will be supporting medically complex needs. Shoutout to Unified Bocce and basketball was shared. Unified Basketball jamboree will be 11/13

It was confirmed that Mrs. Nardone and Dr. Sherlock-Shangraw are members of the negotiating committee.

NEW BUSINESS

a. School Improvement Plans: Hamilton Elementary School, Wessagusset Elementary School, Seach Elementary School - Ms. Ashley Panetta, Ms. Tanna Jango, Ms. Nicole Doherty
Principals Panetta, Jango, and Doherty presented the third year of their 3 year school improvement plans (attached to these minutes). Updates of strengths and successes on student belonging, student achievement, and family & community were given as well as action steps for improvement. MCAS scores were reviewed as well as Panorama survey data.

All questions by the committee were addressed. The committee expressed their appreciation of the Principals and their presentations.
