Motion by Ms. Graziano to approve below minutes. Seconded by Ms. Devine.
Discussion:
Ms. McClean read her statement into the record:
The policy subcommittee meeting minutes from our April 16th, 2026, meeting are not consistent with open meeting law requirements regarding meeting minutes. Concerns were expressed via email to Policy Chair Devine, by Committee Member Dickerman, and myself that the minutes were an inaccurate representation of the substantive issues and following discussions raised during the meeting. While the meeting minutes are not required to be verbatim, open meeting law requires matters of substance to be included in the minutes. Any reasonable person not present at the meeting should be able to read the meeting minutes and know what transpired during the meeting. To quote the Open Meeting Law Guide found on Mass.gov website, and I quote, “Although a transcript of the discussions is not required, and the minutes need to not include every remark or opinion presented, minutes must include a substantive summary of the discussion on each topic.” Minutes should contain enough detail and accuracy so that a member of the public who did not attend the meeting could read the minutes and have a clear understanding of what occurred. Both a community member and I raised questions about potential meeting law violations that occurred throughout the meeting, and these concerns are not all documented in the minutes. Thus, a person not present during the meeting wouldn't know that the discussion that occurred surrounding these concerns. For these reasons, I will be voting no on accepting the April 16th, 2026 Policy Subcommittee meeting minutes.
Additionally, I'd like to go on record stating that I am concerned about the procedural issues of members of the school committee approving minutes for meetings in which they did not attend, and meetings which are not recorded for them to review. Members of the subcommittee who were present should be the ones voting on approval of minutes, and the minutes should then be sent to the full committee for favorable action. In this case of the Policy Subcommittee minutes, Chair Devine, Committee Member Dickerman, and I are the three members of Policy Subcommittee. Thank you.
The Chair respectfully disagreed and expressed support for parent advocacy. Ms. Lyons shared that her attendance and comments were in the capacity as a parent to voice concerns (WHS program of studies) and not as a committee member. Ms. Dickerman shared that she would vote present and that she would be educating herself on open meeting law. Additionally she advised Mr. Dresser’s spelling is incorrect in the 4/30/26 minutes. Ms Devine (Chair of policy subcommittee) shared that this was a working meeting without deliberation and that her minutes were reviewed by the attorney and found to be substantive and not a violation of the open meeting law. Ms. Graziono also expressed her support for parent advocacy.
Subsequent motion by Ms. Graziano and seconded by Ms. Devine to table the 4/16/26 policy subcommittee minutes. Motion passed unanimously.
Motion by Ms. Graziano to approve minutes of the Budget subcommittee meeting of 4/29/26 as well as regular meeting of 4/30/26 with spelling correction. Seconded by Ms. Devine. Motion passed unanimously.
STUDENT COUNCIL PRESENTATION - Ms. Buell, Mr. Faria
Manton Du and student council students presented an update (attached to these minutes) on WHS clubs, activities and extracurriculars; including music, Asian Student Alliance, Active Minds, Art, Cancer Kids First, Human Rights Coalitions, Dungeons and Dragons and K-Pop, National Honor Society graduating seniors and fundraising, Robotics, WHS theater company and prom.
Congratulations were extended to the graduating seniors and for active fundraising.
REPORT OF THE SUPERINTENDENT:
Kudo’s expressed to track and field as South Sectional Champions.
The school budget was presented to the Town Council on May 12, 2026. Gratitude and appreciation extended to the Town Council and Mayor.
Superintendent Curtin shared congratulations and excitement for the appointments of Diane Babcock (former Quincy Principal) as the new Principal of Pingree and Kristina Melanson as the new Assistant Principal at Hamilton. Both positions will begin July 1, 2026.
With shifts in staffing, the position of Director of EL and World Language has been eliminated. It has been determined that with significant department growth the position of the Assistant Director of Special Education is being brought back. This position will help be building facing, help with professional development and mentoring, as well as assisting in smoother student transitions. Salary funding was clarified.
OLD BUSINESS
a. WHS Program of Studies: Third Reading - Ms. Karen Monahan, Ms. Malissa Northup (action requested)
It was confirmed that the paused courses were not being offered.
Motion by Ms. Graziano to accept the WHS Program of Studies for 2026-27. Seconded by Ms. Devine. Motion passed unanimously.
b. 2026-2027 School Committee Meeting Schedule - Chair Nardone (action requested)
It was voiced that additional meetings may be added to the schedule if the occasion arises.
Motion by Ms. Graziano and seconded by Ms. McClean to accept the 2026-27 school committee meeting schedule with the knowledge that meetings may be added. Motion passed unanimously.
NEW BUSINESS
a. Math Curriculum & Early Literacy Tutoring Updates - Assistant Superintendent Lindsey Fratolillo
Assistant Superintendent Fratollilo gave an update on the piloted Illustrative Math curriculum. Professional development, and manuals have already been provided to K-5 teachers. More professional development will be had in June and in the beginning of the next school year. Curriculum is accessible to all students with digital parent help.
The Assistant Superintendent also shared the amazing gains of the 1st grade students who received online Amplify tutoring in reading. Thanks expressed to the first and second grade teachers as well as Kristina Melanson and Liz Murray for their help and guidance with their students. It is unknown at this time if the district will be able to participate next year.
b. Memorandum of Understanding (WEA) re: Chapman Middle School Schedule Changes - Chair Nardone (action requested)
Chair Nardone read the MOU into the record
This MEMORANDUM OF UNDERSTANDING is entered into by and between the Weymouth School Committee (hereinafter the "Committee") and the Weymouth Educators' Association, Unit A (hereinafter the "Association") (collectively, the "Parties").
WHEREAS, the Parties are signatories to a Collective Bargaining Agreement ("CBA") effective September 1, 2023, through August 31, 2026; and
WHEREAS, the Parties have met and conferred regarding modifications to the schedule at Maria Weston Chapman Middle School; and
WHEREAS, the Parties wish to implement such modifications beginning with the 2026-2027 school year;
NOW, THEREFORE, in consideration of the mutual covenants and agreements contained herein, and subject to ratification by the Parties, the Parties agree as follows:
1. Relationship to the Collective Bargaining Agreement a. The Parties agree that the relevant terms and conditions of the CBA, effective September 1, 2023, through August 31, 2026, shall remain in effect for the 2026-2027 school year. The provisions of this MOU shall remain in effect and shall not be superseded by any successor collective bargaining agreement unless such agreement expressly references and modifies this MOU. b. This MOU shall apply to all Unit A members assigned to Maria Weston Chapman Middle School.
2. Schedule Changes a. Effective at the start of the 2026-2027 school year, the current seven (7)-block rotating schedule shall be modified to a six (6)-block rotating schedule. b. There shall be no change to the student day start time, homeroom, or dismissal time.
3. Class Length a. Class periods shall increase from forty-eight (48) minutes to fifty-five (55) minutes in length.
4. Preparation and Planning The schedule will maintain the current agreement of: a. Nine (9) preparatory blocks per 6-day cycle; b. Two (2) Common Planning/PLC per 6-day cycle; c. No more than three (3) Academic Resource Blocks (ARB) per 6-day cycle.
5. Duration This MOU shall take effect at the start of the 2026-2027 school year and shall remain in full force and effect unless and until it is expressly modified or terminated by mutual written agreement of the Parties.
It was explained that if the contract is not ratified by the start of school the MOU would go into effect.
Motion by Ms. Devine and seconded by Ms. McClean to approve the memorandum of understanding (WEA) regarding Chapman Middle School Schedule Changes. Motion passed unanimously.
PUBLIC COMMENT

-Karen Putnam, 27 Ale Wife, MWC Adjustment Counselor
Expressed her disappointment for one of the MWC Counselors being moved to the elementary schools. She shared that 9 counseling positions have been lost over the past 5 years and voiced her opinion of the impacts of losing this Counselor position and implore the district to reinstate the position and stand up for mental health.
