Pursuant to Chapter 2 of the Acts of 2025, this meeting will be conducted in person and, as a courtesy, via remote means in accordance with applicable law, extending the provisions originally outlined in Chapter 2 of the Acts of 2023. Remote means will include the WETC8 live feed (https://weymouth.tv/video-on-demand/) and the Zoom link below. Please note that while an option for remote attendance is being provided as a courtesy, the meeting/hearing will not be suspended or terminated if technological problems interrupt the virtual broadcast unless required by law.

Meeting of the Whole

The meeting was called to order at 6:30pm
 
The chair welcomed the three new members and explained that the meeting of the whole is a public meeting where the committee has an opportunity to talk prior to school committee meetings. The public is also welcome to speak.
 
Discussion of School Committee roles, procedures, and communication protocols, as well as subcommittee meetings was had.
 
Key responsibilities of the school committee were shared:
-Hiring and evaluation of the Superintendent (who handles the day to day operations)
-Reviewing and approving the budget
-Collective bargaining
-Focus on student achievement and performance standards (The Superintendent focuses on the how)
-School Facilities
-Advocacy
There is a new member training on January 24, 2026 that will be helpful for members.
 
It was emphasized that it is important for the committee to work together as a team and that it's ok to agree to disagree; majority rules. Communication should be respectful and professional. If a member is not able to attend a meeting request was made to notify The Chair. It was stated that meetings are not an appropriate place for children.
 
A draft copy of the school committee handbook was distributed. MASC will advise how to finalize the handbook (policy sub, committee vote).
 
A workshop on evaluating the Superintendent is being worked on, the Chair will send out dates (Thursdays) to the committee.
 
Executive sessions are private and may come up (meet before school committee meeting) if there are level III grievances. Minutes are either retained or released.
 
Discussion of School Committee subcommittees:
-Athletics Subcommittee-Co-Chairs-Ms. Devine and Ms. McClean
-Budget Subcommittee-Ms. Graziano, Chair, requesting it to be a full committee meeting
-Collective Bargaining Subcommittee-Ms. Nardone, Ms. Lyons, Ms. Dickerman. The lawyer will be in touch with new members prior to next Thursday's meeting. There are 9 bargaining units.
-Policy Subcommittee-Ms. Devine, Chair; Ms. Lyons, Ms. Dickerman
-Wellness Subcommittee-Ms. McClean, Chair
-Memorial Committee-Ms. Nardone
-Scholarship Committee-Ms. Devine

It was reiterated that if you could not make a meeting, reach out to The Chair. Ms. Graziano advised that she could be available to fill in as well.
 
The Superintendent shared that a permanent position offer will be coming for the interim Athletic AD.
 
Ms. Curtin also advised that chain of command should be used when responding to parents. Start at the building level with the Principal or the department head and escalate up if need be. The administration is happy to help and resolve in any way but would like to have all the information gathered while following the chain of command. She expressed that if there is a situation (stay put) that she is responding to, she will not be able to reply right away and to please be patient; depending on urgency-info will be relayed via text or phone call. The Chair advised that she will pass on necessary info to the committee.
 
Suggestion was made to discontinue use of the school committee blog. Will contact MASC to look into.
 
Also discussed was the need going forward to break the budget down into cost centers when the Committee approves, due to possible conflicts of interest.
 
Caution was shared for posting on social media (violate open meeting law) and handling anonymous complaints. Suggestion was made for members to advise families to contact the building first and level up from there; it is not within the committee's purview to fix the problem.
 
The Chair shared that moving forward School Committee meetings will be held in Town Council Chambers at Town Hall. Better environment and being centrally located are among reasons for the change.
 
Ms. Powers will provide a template for minutes for the Sub Committee Chairs to use.
 
All members may attend Athletics, Budget, Town Wide Parent Council, SEPAC and Scholarship sub committee meetings however may not attend JLMC, Facilities Master Plan, Wellness or Collective Bargaining meetings if they are not a named member as it would be an open meeting violation (quorum).
 
Community advocate Perez shared his enthusiasm for the new committee advising that the FY27 budget will be tough and urged transparency, communication and public participation.

The meeting was called to order at 7:10pm

The Chair informed that the meeting is being recorded and available on WETC.

Mrs. Nardone led in the Pledge of Allegiance.

Moments of silence were observed for the passing of Anna Curtin, mother of Superintendent Curtin and Janet Cheney, longtime WPS educator.

Motion by Ms. Graziano to accept the consent agenda. Seconded by Mrs. Devine. Motion unanimously passed.

REPORT OF THE SUPERINTENDENT:
The Superintendent shared her congratulations to Mayor Molisse, Ms. McClean, Ms. Lyons, and Ms. Dickerman; sworn in at Monday night's celebration. She expressed her thanks to Principal Monahan and interim AD Kelly who worked tirelessly over vacation with arts and athletic events.

Ms. Curtin advised that the budget is being prepared with the 1% increase directive. Receipts are down and insurance premiums and utilities are up. A 1% increase will not meet level service (maintaining current staffing) needs for FY27; cuts in staffing. The Superintendent expressed her sincerity in the gravity of the situation; loss of jobs and people's livelihoods while providing for the students of Weymouth. More information to come at upcoming budget sub and school committee meetings.

A small planning team is being developed to work on a district visioning plan (admins, exec team, parent and staff reps, Chair and Vice Chair) which will stay true to Weymouth values while working within the fiscal climate.

The Governor’s budget should be released within the new 2 weeks.

SCHOOL COMMITTEE SUB-COMMITTEE REPORT
Members attend other meetings outside of school committee days. Updates of other committees:

There was a meeting with administration today, Unified Special Olympics planning is beginning. Next meeting on 1/20-MA Advocates for Children will present.

PUBLIC COMMENT

-Allegra Maroney, 44 Carroll St.
Expressed her congratulations to the new members and pleaded for staff cuts not be of student facing positions.

-Ben Crosby, 28 Norma Ave.
Expressed his congratulations to the new members and shared positive feedback for K-2 device initiative change. He shared his excitement about the visioning process and inquired if the Mayor and town council members will be a part of the team, how long the plan will be for (3, 5, 10 yrs) and urged the school committee and school administration to be as transparent as possible when communicating out to the parent body.

There will be information regarding the device initiative at the 1/21 budget subcommittee meeting.

-Kristen Trapp, 75 Alpine Rd.
Voiced her opinion that residential taxes should be raised (like surrounding towns do) which would mean more income for schools.

Mrs. Nardone shared that Weymouth is not alone in dealing in this fiscal climate and mentioned Plymouth, Marshfield, Cohasset, to name a few. Creativity and patience are required with tough choices to be made.

She announced that this is the last school committee meeting in the WHS Humanities Center. Meetings will now be held at Town Hall in Town Council Chambers.
